Historically,   the   primary   limiting   factor   to   broad   adoption   of   HOC l    for   large-scale   and/or industrial   use   has   been   its   lack   of   stability.   Because   of   this   limitation,   applications   required portable   equipment   designed   to   manufacture   crude   forms   of   HOC l    on-site   to   overcome   the inherent    brief    storage    life    of    the    product.    These    machines    are    known    as    “on-site    mixed- oxidant generators”.   While   on-site   generators   succeed   in   meeting   some   application   demands,   outputs   from   the current   technology   are   rudimentary,   with   devices   that   lack   rigorous   control   of   either   process or   end   product.   Production   runs   are   limited   to   small   volumes,   helping   to   ensure   that   mixed oxidant   flows   remain   within   some   window   of   efficacy.   The   result   is   an   unstable   and   poorly characterized   solution   that   varies   in   chemical   composition   and   properties,   to   the   extent   that it    cannot    be    defensibly    identified    as    HOC l .    It    is    more    properly        and    commonly    loosely described as electrolyzed water.
